Help answer the question about phone service

Who offers the best phone service with unlimited national and local calling services?
I currently pay $39.50 for my current phone service. I have national and local being unlimited, but i feel as though there's a better plan with the same or better services.
I am talking about land lines not wireless. I need a home phone service not a wireless, and we dont have optitmum online over here where I live.
